Innovative GOTV program lifts voting rate by 4%-10% in two California battleground districts

Program involves carefully developed Democrat-to-Democrat conversations to reactivate lapsed Democrats who usually skip midterm elections

SAN FRANCISCO (AUGUST 14, 2018) — Today, The California Away Team (CAT), a Get Out The Vote (GOTV) group, announced preliminary results from their GOTV effort. CAT is working this cycle in CA-04 to retire Republican Tom McClintock, and CA-07 to keep a Democratic hold for incumbent Democrat Dr. Ami Bera.

The innovative CAT program involves direct canvassing of registered Democrats who skipped the 2014 election. Over 30,000 Democrats in CA-04 and over 15,000 Democrats in CA-07 skipped the 2014 election. The initial in-person contact uses a specially developed conversation where the canvassers obtain a signed pledge to vote. The pledge is sent back to the voter via US Mail a short time before election day.

In CA-04, CAT canvassed and obtained mailable voter commitments from 1,215 voters in the universe of midterm skipping Democrats they follow. Election results from CAT’s voter data vendor L2 Political show that 590 of those voters voted in the June 2018 primary for a participation rate of 48.5%. Voting rate for skippers CAT didn’t reach was 38.6%, yielding an almost 10% lift for the program.

In CA-07, CAT canvassed and obtained mailable voter commitments from 939 voters, of which 386 voted in the June 2018 primary, for a participation rate of 41.1%. Voting rate for skippers CAT didn’t reach was 36.6%, yielding a 4.5% lift for the program.

The overall California Away Team program yields one voter commitment for every four door knocks. For every eight door knocks in CA-04, the program yielded one additional new voter on Election day that didn’t vote in the 2014 midterm election. For every ten door knocks in CA-07, the program yielded one additional new voter on Election Day that didn’t vote in the 2014 midterm election.

“In the last 120 days before the election volunteers worked tirelessly at dozens of canvassing events to gather these commitments” said Lorraine King, one of the organizers of the California Away Team campaign in CA-04 and resident of El Dorado Hills. “It’s imperative that we retire Rep. Tom McClintock in this midterm election. He’s voted to repeal Obamacare and protections for people with pre-existing health conditions even though more than 25,000 of his own constituents depend on these protections and programs.

“Democrat Jessica Morse will represent the people of the Fourth District with integrity and compassion, protecting healthcare access and safety net programs like Social Security and Medicare that our district’s residents depend on.”

“With the Republican administration today announcing their intent to open 1.6 million acres of land in California to fracking, it’s critical that we re-elect Dr. Ami Bera. He received a 100% rating from the League for Conservation voters in 2017” said Cheryl McKinney, lead organizer in CA-07. “Across critical issues of healthcare, immigration, and the environment, Dr. Ami Bera will be better for the residents of CA-07 than his Republican challenger.”

“I couldn’t be more proud of the organizers and volunteers across CA-04 and CA-07 and in our hubs in Sacramento, Roseville, El Dorado Hills, and Auburn. For over a year they’ve knocked on doors, talked to voters, and done the hard work of changing midterm skippers into midterm voters” said California Away Team founder and Treasurer Shabbir Imber Safdar.

“We’re ramping up our door to door canvassing in the last 100 days in both districts and have begun an aggressive issue-focused postcards-to-voters program, with volunteers around the state and around the country taking responsibility for blocks of 1,000 voters at a time with their local Resistance groups.”

The California Away Team program in CA-04 is supported by its partners Flipthe14, the Sacramento Labor Council, Code Blue, and an army of volunteers and small and large donors. The California Away Team program in CA-07 is supported by an army of volunteers and small and large donors.
